The workshop was attended by nearly 150 scientists and lecturers from universities, agencies, organizations and enterprises.
In the context of strong development of national digital transformation, data and archive management has become an essential requirement, associated with the need to streamline and modernize the administrative apparatus and improve national governance capacity. The 2024 Archives Law, Decree 113/2025/ND-CP and related projects have formed an important legal corridor to promote digital archives and public data in Vietnam. The introductory report presented by Dr. Cam Anh Tuan (Head of the Department of Archival Science and Office Management, University of Social Sciences and Humanities, VNU) emphasized many theoretical and practical aspects in data management, especially the necessity of a scientific approach to digital archive data, the role of technology enterprises, and the requirement of training high-quality human resources to serve this process.
Within the framework of the workshop, researchers, organizations and businesses discussed many issues of great interest today, such as some theoretical and practical issues on digital data management according to the requirements of the current digital transformation, characteristics and opportunities for data management in the context of building a digital government; digital transformation work in Party agencies; digital solutions and document management software. In addition, issues on the application of Artificial Intelligence in data management and digital archiving to serve the digital government in Vietnam, difficulties of digital data management in the context of building and developing e-Government, digital government; innovation of archiving human resource training programs to meet the requirements of digital transformation... were also discussed at the workshop.
The Organizing Committee received nearly 50 scientific papers from researchers from training institutions, management agencies, organizations and enterprises across the country.
Through organizing the Workshop and publishing the Proceedings, scientists have initially systematized the theoretical and practical issues arising in data and archive management, contributing to policy improvement, updating training content and orienting future research directions in this new and challenging field.
From the perspective of archival theory, many issues regarding the management, analysis, processing and use of digital archival data... need to be approached and explained scientifically and convincingly to facilitate the implementation of promulgated legal regulations, especially for new stakeholders emerging in the digital archival context such as IT enterprises, digital archival service providers... On the other hand, only when theoretical issues regarding the management of data and digital archival documents are thoroughly answered can the training of personnel participating in this work - one of the most important resources - satisfy practical requirements.
As pioneers and leaders in research and training on Archival Studies, in recent years, the Department of Archival Studies and Office Administration of two major universities in the country, the University of Social Sciences and Humanities, Vietnam National University, Hanoi and Vietnam National University, Ho Chi Minh City, have conducted many studies and implemented teaching on electronic archive management, digital archives, and transferred knowledge on modern archives to a number of agencies and organizations. The results achieved have positive significance, but there are still many theoretical and practical issues that need to be further discussed and shared to continue promoting research, training, and applying theory to practice.

The workshop “Data and archive management in the context of digital government development in Vietnam” is a three-party forum between scientists, practitioners and technology enterprises to share research results, new technology platforms... in organizing and managing databases, information and archives in the digital environment and the opportunities and challenges in management to meet the requirements of digital government.
This is also an opportunity to promote cooperation between research and training agencies with management agencies and technology enterprises in the field of data management and archival documents, creating a combined strength, contributing to the supply of important data resources to serve the development requirements of digital government in Vietnam.
