The event took place in the context of the flourishing Vietnam–Japan relationship, especially after the elevation of the bilateral ties to a Comprehensive Strategic Partnership in 2023, thereby further affirming the increasingly important role of cooperation in education, science, and technology within the overall bilateral relationship.
In his welcoming remarks, VNU President Bui The Duy expressed his great honor and warm welcome to Prime Minister Takaichi Sanae accompanied by a high-level Japanese delegation on her visit to VNU to deliver a policy address.
He emphasized that the Prime Minister’s visit holds special significance, reflecting the Japanese Government’s strong interest in and high regard for cooperation in education, science and technology, and human resource development between the two countries. The visit also marks an important milestone as VNU is approaching the 120th anniversary of its academic tradition - an institution with a long-standing history and a pivotal role in connecting regional knowledge. With more than 82,000 students and nearly 2,700 faculty members, including over 600 professors and associate professors and more than 1,700 PhDs, VNU is one of Vietnam’s leading centers for education, research, and innovation, playing a core and leading role in the higher education system while gradually affirming its position in the region and the world. The University also preserves valuable historical academic assets, including precious biological specimen presented by the Emperor and Crown Prince of Japan, symbolizing the enduring friendship between the two nations.

Over the years, VNU has served as an important focal point for cooperation with Japanese partners, with increasingly substantive and expanding collaboration in training, research, and technology transfer. The University has been honored to welcome multiple generations of members of the Japanese Imperial Family and leaders of the Japanese Government, thereby continuously strengthening trust and deepening cooperative ties. On that foundation, VNU Vietnam Japan University stands as a typical example of the strategic vision and effective cooperation between the two governments in developing high-quality human resources.
Currently, with a strong team of scientists trained in Japan and the participation of many Japanese experts, VNU is focusing on developing key technological fields such as semiconductors, artificial intelligence, and advanced technologies, while also promoting interdisciplinary research aligned with socio-economic development needs.
According to VNU President Bui The Duy, in the coming time, VNU hopes to further expand cooperation with Japanese partners in a more substantive and effective manner, focusing on high-quality human resource training, the development of strategic technologies, and the building of an innovation ecosystem. VNU is committed to promoting its role as a bridge of knowledge, contributing to the increasingly deep and comprehensive development of the Vietnam–Japan Comprehensive Strategic Partnership.
Delivering a speech at VNU, Japanese Prime Minister Takaichi Sanae expressed her pleasure at returning to Hanoi, recalling her visit six years ago in her capacity as Minister of Internal Affairs and Communications of Japan and the deep impression she had of the warm welcome. She shared her wish to visit Hoi An to explore the remnants of the historic Japanese quarter, noting that the over-400-year-old Japanese Bridge stands as a symbol of the long-standing exchanges between the two nations.

Prime Minister Takaichi Sanae also affirmed that for centuries, Vietnam and Japan have benefited from a free and open maritime space - an important foundation for the bilateral relations. In that spirit, she expressed her honor to speak before students - the generation that will carry forward and further develop the friendship between the two countries while helping shape the future of the region.
The Prime Minister opened her speech with examples of technology products familiar to young people, thereby highlighting Vietnam’s strong transformation from a processing-based economy into a technology manufacturing hub, with deep participation of Japanese enterprises and technologies in the global supply chains.
She emphasized that Vietnam–Japan cooperation is expanding robustly into advanced fields such as semiconductors, artificial intelligence, and space technology, marked by such milestones as the Vietnam Space Center and the LOTUSat-1 satellite. In particular, she expressed confidence that VNU Vietnam Japan University - a symbol of cooperation between the two countries, would grow into a center for high-quality human resource training, serving not only Vietnam and Japan but also the wider Indo-Pacific region, initially in the semiconductor sector.
From a broader perspective, Prime Minister Takaichi Sanae underscored the “Free and Open Indo-Pacific” (FOIP) initiative, with pillars in economic development, technology, and security, aiming to build a peaceful, stable, and prosperous region based on the rule of law. Japan is committed to strengthening cooperation with Vietnam and ASEAN in such areas as energy, digital infrastructure, supply chains, and maritime security.
Concluding her speech, the Prime Minister affirmed that the younger generation would be the core force in realizing this vision, and expressed her expectation that Vietnam and Japan would continue to work closely together, contributing to the future of the Indo-Pacific region.
