Some difficulties and challenges in implementing Resolution No. 57-NQ/TW

In recent time, VNU has proactively and actively implemented Resolution No. 57-NQ/TW dated December 22, 2024 by the Politburo on breakthroughs in the development of science and technology, innovation, and national digital transformation. However, during the implementation process, several difficulties were encountered:

Firstly, the awareness of a segment of administrators, lecturers, and researchers regarding the Resolution remains insufficient, resulting in a lack of strong determination in its implementation.

Secondly, infrastructure, especially digital infrastructure, has not yet met the requirements for comprehensively digitalizing science, technology, and innovation activities in line with new demands.

Thirdly, financial resources remain limited; although there are major policy directives from the central level, the actual funding reaching VNU, its member units, and researchers has not yet met expectations.

Fourthly, a large number of legal regulations and VNU’s internal regulations need to be revised. The implementing of regulatory changes while concurrently carrying out science, technology, and innovation activities in line with the new spirit has led to various challenges requiring determination and innovation from all relevant parties to be successfully accomplished.

In the coming period, VNU hopes to receive close guidance from the leaders of the Party and the State, ministries and central agencies, as well as the support and partnership of local authorities, partners, and enterprises, to help VNU successfully achieve the objectives set out in the 2026 Action Program for the implementation of Resolution 57, thereby meeting the expectations of leaders at all levels.

In parallel with identifying difficulties and challenges, VNU has affirmed its pioneering role in the early and proactive implementation of Resolution No. 57-NQ/TW. As a leading national center for education, science, and technology, VNU has taken the initiative in translating the Resolution into concrete action programs, strategic orientations, and pilot models within the higher education system. VNU has focused on promoting interdisciplinary research, strengthening innovation ecosystems, accelerating digital transformation in governance and academic activities, and fostering stronger linkages between universities, research institutes, enterprises, and local authorities. Several key initiatives have been launched to modernize research infrastructure, enhance digital platforms for scientific management, and encourage scientists to engage in innovation and technology transfer. Through these efforts, VNU not only contributes to the effective implementation of Resolution No. 57 but also plays a leading role in setting examples, sharing experiences, and spreading best practices across the national higher education and research system, thereby contributing to national socio-economic development in the new era.
