Prime Minister Pham Minh Chinh signed Decision No. 356/QD-TTg on the transfer and assignment of the position of Acting Minister of Education and Training (MOET).

According to the Decision effective from the date of signing, Mr. Hoang Minh Son - Member of the Party Central Committee, Secretary of the Party Committee, Director of Vietnam National University, Hanoi was transferred to work at the Ministry of Education and Training and assume the position of Acting Minister.
Earlier, on the afternoon of February 27, Nguyen Kim Son, Minister of Education and Training, received a decision appointing him as Deputy Head of the Party Central Committee’s Policy and Strategy Commission.
Hoang Minh Son was born in 1969 in Hung Yen province. He holds the academic title of Associate Professor and earned a PhD in Automation Engineering, a doctorate in German language studies, and a bachelor’s degree in Electrical Engineering.
Throughout his career in the education sector, he has served as Vice Rector, Rector and later Chairman of the University Council of Hanoi University of Science and Technology. He also held the position of Deputy Minister of Education and Training.
On September 3, 2025, he was appointed Chairman of the Council and Director of Vietnam National University, Hanoi.
At the 14th National Party Congress, he was elected to the Party Central Committee.
At Vietnam National University, Hanoi, Mr. Hoang Minh Son directed the formulation and implementation of a new-phase development strategy, promoted scientific research, and advanced university governance reform toward a streamlined, effective, and internationally integrated model, thereby affirming the institution’s pioneering and leading role within Vietnam’s higher education system.
His appointment as Acting Minister of Education and Training is expected to further generate strong momentum for the fundamental and comprehensive reform of education and training, meeting the country’s development requirements in the new era.
The assignment of the Acting Minister position reflects the trust of the Party and the State in Mr. Hoang Minh Son’s leadership capacity, managerial experience, and outstanding contributions to the field of education and training.
The Ministry of Education and Training currently has four deputy ministers: Pham Ngoc Thuong, Nguyen Van Phuc, Le Tan Dung and Le Quan.
