VNU and TusHoldings promote cooperation to develop a transnational innovation ecosystem and science park

On April 14, 2026, in China, a delegation from VNU led by VNU Vice President Pham Bao Son held a working session with Tus-Holdings Co., Ltd. (TusHoldings) to discuss directions for cooperation in building innovation networks and developing science parks between the two sides.

The working session took place in the context of the State visit to China by General Secretary and President To Lam, and also followed a series of academic and technological cooperation activities between VNU and its Chinese partners, including Tsinghua University.

At the meeting, TusHoldings Chairman Wang Jiwu expressed his pleasure at welcoming and working with the VNU delegation. He proposed the establishment of an innovation network as a platform to connect and coordinate resources among partners. This network would enable information sharing, benchmarking of technological capabilities, and mutual learning, thereby reducing duplication in research and enhancing the effectiveness of cooperation. At the same time, the creation of a shared-benefit mechanism is expected to provide sustainable incentives for participating parties.

One of the key topics discussed was the “two countries, two parks” model, which aims to connect science parks in China with VNU’s innovation ecosystem. This model not only opens up opportunities for implementing high-quality human resource training programs in science and technology, but also facilitates the attraction of Chinese technology enterprises to invest and develop in Vietnam. The realization of this model will require consensus and support from the governments of both countries.

Mr. Wang Jiwu also shared experience from the G60 Innovation Corridor in Shanghai-an exemplary model in connecting multiple localities, promoting resource sharing, and supporting regional development. Based on this experience, the Chinese side noted that Vietnam has strong potential to develop similar innovation corridors, thereby strengthening regional linkages and promoting balanced development.

Both sides agreed that science parks should be developed as “core nuclear” of the innovation ecosystem, supported by specific and tailored mechanisms and policies. These policies must ensure close coordination among the State, universities, and enterprises, including support in infrastructure, funding, research conditions, and flexible operational mechanisms. Once the ecosystem reaches sufficient maturity, such models can be expanded to neighboring areas, creating a spillover effect.

Speaking at the meeting, VNU Vice President Pham Bao Son emphasized that one of the key priorities of VNU and Vietnam’s higher education system is to closely link education and research with industrial upgrading. China’s experience shows that strong collaboration between universities and localities can simultaneously address workforce and technological challenges for economic development. On that basis, VNU expressed its interest in learning from models of investing in specialized laboratories within science parks to directly support enterprises in improving productivity and competitiveness.

Introducing its development orientation, VNU leadership noted that the university is building a university town in Hoa Lac, covering approximately 1,000 hectares, with the goal of becoming a hub for education, research, and innovation associated with a high-tech zone. This is considered a favorable foundation for implementing international cooperation models such as the “two countries, two parks” initiative.

On the side of TusHoldings, the company affirmed that it regards VNU as a strategic partner in Vietnam and is ready to share experience, transfer innovation ecosystem models, investment mechanisms, and startup support services, including incubation and technology development. Both sides agreed to further specify cooperation contents toward practical implementation, starting with technology transfer activities and ecosystem connectivity.

The meeting opened up promising prospects for cooperation between VNU and TusHoldings in building a transnational innovation ecosystem, contributing to stronger linkages among education, research, and technology transfer, and ultimately serving the socio-economic development of each country in the new context.
