Drawing on his visits to VNU's research facilities, the Deputy Prime Minister emphasized the need to narrow the gap between scientific research and practical applications and commercialization. While the number of research projects has been relatively high, the proportion of research outcomes transferred to enterprises and brought into production and the market remains limited. Scientific and technological achievements, he stressed, should therefore be assessed by their ability to generate tangible products, address real-world problems and contribute to socio-economic development.
As knowledge, science, technology and innovation increasingly determine national self-reliance and competitiveness, the Deputy Prime Minister called on VNU to strengthen its pioneering role in attracting talent, mastering technology and proactively undertaking major, emerging and complex national tasks. This responsibility also serves as an important measure of VNU's standing as one of the country's leading education and research institutions.
He outlined four priority areas for VNU: reforming university governance and leveraging the combined strengths of a multidisciplinary research university; developing an elite research university with priority disciplines and strong talent policies; proactively undertaking strategic science and technology missions while strengthening cooperation among the Government, universities and enterprises; and developing Hoa Lac into a modern university and technology township.
Notably, the Deputy Prime Minister requested the Ministry of Science and Technology, in coordination with the Ministry of Finance and relevant agencies, to study a block-grant funding mechanism for scientific research and innovation at public science and technology organizations affiliated with key universities, particularly VNU. He also called on ministries, sectors and the Hanoi authorities to continue addressing obstacles related to policies, land, resources and infrastructure connectivity to accelerate Hoa Lac's development.

Scheduled for implementation from November 1, 2026 to February 28, 2027, the plan is guided by the motto "Unity - Action - Breakthrough - Excellence" and focuses on six pillars: technical infrastructure; university township governance; education and training; scientific research and innovation; mobilization of social resources; and human resource development.
In science and technology, VNU aims to establish five permanent research groups at Hoa Lac, develop shared laboratories, and establish a Cybersecurity Centre, a Robotics Research Centre and facilities for testing emerging technologies.
The VNU02 Research and Innovation Complex, with more than 100,000 square metres of floor space, is being prepared for operation to accommodate research institutes, R&D centres and units collaborating with enterprises.
VNU also aims to mobilize approximately VND 150 billion in corporate investment partnerships for laboratories and research and testing facilities. Planned projects include a space technology laboratory in cooperation with Viettel and a STEM teacher training centre in partnership with KDI, each with an estimated investment of VND 50 billion. These investment targets remain subject to the progress of future partnership implementation.
Specific milestones have also been established for educational infrastructure and university management.
The VNC02 lecture hall complex, with 23,000 square metres of floor space and capacity for 5,000 students at a time, is scheduled for inauguration on January 15, 2027. The VNU Administration Building, with 13,199 square metres of usable space, is expected to be completed by January 31, 2027.
