Assoc.Prof.Dr. Bui The Duy, born in 1978, is a holder of the academic title of Associate Professor, a PhD in Computer Science, and an advanced diploma in politics. He is an Alternate Member of the 13th and 14th Party Central Committee and has held a number of key leadership and management positions in the country’s science and technology sector.
Before his appointment as VNU President, Assoc.Prof.Dr. Bui The Duy served for nearly eight years as Vice Minister of the Ministry of Science and Technology (from 2018 to January 2026) and was subsequently appointed by the Prime Minister as Vice President of the Vietnam Academy of Science and Technology.
As a scientist working in higher education, Assoc.Prof.Dr. Bui The Duy used to be Head of the Faculty of Information Technology at VNU University of Engineering and Technology. He was also the founder and head of the Human-Machine Interaction Laboratory, making significant contributions to the development of modern information technology research directions.
While studying at the High School for Gifted Students in Natural Sciences, he demonstrated outstanding talent in natural sciences through winning two Bronze Medals at the International Olympiads in Informatics in 1995 (Netherlands) and in 1996 (Hungary). He then received a government scholarship to study at an Australian university, successfully defended his doctoral dissertation in the Netherlands at the age of 26, and was awarded the title of Associate Professor at the age of 31.
In addition to teaching and doing research, the newly-appointed VNU President has held many key management positions, including Director of the Vietnam Youth Academy, Chief of the Office of the Ministry of Science and Technology, and Vice Minister of the Ministry of Science and Technology since April 2018.
With experience in research, higher education, and state management, Assoc.Prof.Dr. Bui The Duy is recognized as an innovative thinker with strategic vision and extensive leadership experience in policymaking for science, technology, innovation, and digital transformation.
Throughout his study, research, and professional development, he has achieved numerous notable accomplishments in information technology, and science and technology human resource training. He was among the young scientists awarded the 2006 Golden Globe Science and Technology Award in the field of information and communication technology. Additionally, he was named as one of the 10 Vietnamese Outstanding Young Faces in 2009 and honored as one of the 10 Outstanding Citizens of Hanoi in 2011.
Mr. Bui The Duy has also received multiple Certificates of Merit from the Prime Minister and the Minister of Science and Technology for his contributions to research, training, and policymaking in science, technology, and innovation.

Prime Minister Pham Minh Chinh congratulated Mr. Bui The Duy on being entrusted by the Party and the State with the important responsibility of the leader of VNU - the country’s leading center for education, scientific research, and innovation, playing a core role in guiding Vietnam’s higher education system.
Pointing out the great honor as well as the high responsibility of VNU President, the Prime Minister appraised Mr. Bui The Duy as a young, experienced manager and scientist.
Throughout his career, Mr. Bui The Duy has demonstrated innovative thinking, strategic vision, and a deep understanding of education, training, science, technology, innovation, and digital transformation. He has made significant contributions to scientific research, human resource development, and policymaking for the country’s science and technology development.
The appointment of Mr. Bui The Duy as VNU President reflects the Party’s, State’s, and the Government’s great trust in and expectations of him, representing his important responsibility for the development of VNU in a new period.
The Prime Minister emphasized that, with a 120-year tradition, VNU has affirmed its position as the country’s leading center for education, scientific research, and innovation; a hub for gathering, nurturing, and disseminating knowledge, making an important contribution to the national construction and defense.
VNU has always been at the forefront in concretely implementing and effectively carrying out the Party’s resolutions, particularly those on science, technology, innovation, digital transformation, education and training, and the development of the intellectual workforce. Following the motto “Pioneering – Innovation – Humanity – Excellence – Dedication”, VNU has achieved significant results in training high-quality human resources, developing key scientific fields, building an innovation ecosystem, and continuously enhancing its international standing and ranks. These achievements clearly reflect the effectiveness of VNU’s efforts in renewing and improving the quality of teaching and learning.
VNU has also made great efforts in reforming university governance models, developing a research-oriented university, promoting comprehensive digital transformation, and gradually aligning with international standards. It plays a vital role in implementing the three strategic breakthroughs outlined by the Party, especially the breakthrough in high-quality human resources, linked with the development of science, technology, and innovation.
The Prime Minister urged VNU to continue its pioneering and exemplary role in mindset renovating and implementation executing; to value intelligence, respect the value of time, and act with strong determination and decisive implementation. He also emphasized the need to develop a 100-year vision plan for the whole VNU town; define training programs and objectives, scientific research agendas, and strategies for developing the intellectual workforce. The Prime Minister highlighted that talented individuals are the nation’s vital resource, and human factors should be regarded as the most important element, contributing to the development of the country’s intellectual capacity in the next century. This includes fostering strategic key sectors to achieve a double-digit growth, contributing to realizing the country’s two centennial strategic goals.
