Permanent Deputy Prime Minister Nguyen Hoa Binh: Basic science is the launchpad for Vietnam to reach technology pinnacles

On August 20, 2025, Politburo Member and Permanent Deputy Prime Minister Nguyen Hoa Binh had a working session with Vietnam National University, Hanoi (VNU) on the implementation of Resolution No. 18-NQ/TW (dated October 25, 2017) of the Party Central Committee on further renovating and streamlining the organizational apparatus of the political system for greater effectiveness and efficiency; and Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation.

At the meeting, VNU President Le Quan emphasized that today’s working session carried great significance, serving not only as an opportunity for VNU to report on its achievements but also as a chance to receive guidance in order to accelerate and complete the key tasks entrusted by the Party Central Committee and the Government. He stressed that all actions of VNU must serve two major goals: first, to rigorously, effectively, and efficiently implement the Party and State’s guidelines on organization streamlining and governance enhancement according to Resolution 18; and second, to proactively participate in and take the lead in strategic missions on science-technology, innovation, and digital transformation under the “Three Parties” model outlined in Resolution 57.

VNU’s guiding principle, he noted, is to ensure effectiveness and substance linking organizational reform with the enhancement of research capacity, technology transfer, and partnerships with society and enterprises.

Reporting on the implementation of Resolution No. 18 at the meeting, VNU Permanent Vice President Nguyen Hieu affirmed that VNU has thoroughly disseminated and seriously implemented the Resolution; closely followed the restructuring directions set out by the Party Central Steering Committee and the Government’s Steering Committee; ensured streamlining with minimal function and task overlap, while avoiding major changes; thereby reducing costs and focusing resources on developing VNU’s member units into higher education institutions and scientific and technological organizations.

The process of reorganizing VNU’s units has been carried out based on careful evaluation and “screening” to minimize overlap and duplication of functions and responsibilities. At the same time, VNU has reviewed, assessed, and restructured its staff to improve personnel quality, streamline workforce, and attract talented individuals in line with the State’s policies.

To date, VNU has basically completed the restructuring and streamlining of its member and affiliated units, reducing the number of units under VNU from 36 to 25, achieving a reduction rate of 30.5%.

With regard to Resolution No. 57, VNU affirmed that its implementation has been vigorously carried out from the President Board down to advisory departments, member universities, and affiliated units.

Right after the Politburo issued the Resolution, VNU established a Steering Committee for its implementation, consisting of 26 members and chaired by VNU Party Committee Secretary and President. On February 20, 2025, the Steering Committee held its first meeting to provide guidance on the organization of the Resolution implementation and issued an Action Program.

The Action Program focuses on four major pillars, including two input pillars: (i) Breakthrough policies for the development of high-quality human resources; and (ii) Advancing comprehensive digital transformation, reducing administrative procedures, and enhancing the effectiveness, efficiency, and performance of university governance at VNU; and two output pillars: (i) Promoting scientific, technological, and innovative products at VNU in connection with strategic industries and technologies, thereby creating added value and contributing directly to socio-economic development; (ii) Strongly developing an innovation ecosystem linked with enterprises, increasing revenues from scientific and technological services, and technology transfer; attracting private-sector investment in science, technology, and innovation.

Addressing the working session, Permanent Deputy Prime Minister Nguyen Hoa Binh praised VNU for its serious and effective implementation of Resolution No. 18 and Resolution No. 57. He noted that although the two Resolutions set out highly challenging and extensive tasks, VNU has successfully carried them out, achieving important results in line with the directions of the Party Central Committee.

Deputy Prime Minister Nguyen Hoa Binh also shared that the Politburo is expected to issue a Resolution on breakthroughs in education and training development before the upcoming academic year, with strong determination to revitalize the national education. Accordingly, higher education institutions will carry out breakthrough reforms, including stronger autonomy for universities. He emphasized that VNU should not neglect basic science, stressing that for Vietnam to advance, it must have a solid foundation, and basic science is the launchpad for the country to reach pinnacles in science and technology. He acknowledged that VNU’s current efforts to establish new research institutes and laboratories in emerging fields are in line with the Politburo’s orientation towards key strategic areas.

The Deputy Prime Minister expressed his hope that VNU would, together with the whole country, enter the new era with favorable momentum, meeting the expectations of the Politburo, becoming one of the leading universities in Vietnam and the region, and soon ranked among the world’s top 200 universities.

“With such comprehensive and truly commendable achievements that you have attained, I am confident that you will continue to strive with determination, achieve even greater successes, and, together with the nation, firmly move forward into the new era. I wish you to soon feature among the world’s Top 200 leading universities,” emphasized Permanent Deputy Prime Minister Nguyen Hoa Binh.
