VNU and CT Group sign an agreement on strategic technology training and research

On August 22, 2025, VNU organized the signing ceremony of a strategic cooperation agreement with CT Group and held a scientific seminar on the topic "Ensuring Security and Technological Autonomy in Vietnam’s Chip production in the National Digital Transformation Process." This event marked a significant step forward in the "Three Parties" model: university - enterprise - government, working together to find solutions for the development of an independent and sustainable semiconductor industry.

The event was attended by the leadership of VNU and the CT Group, representatives from the Ministry of Public Security, the Ministry of National Defense, VNU member units; and leading scientists and high-tech experts from VNU and beyond.

Under significant global changes in technology and geopolitics, mastering core technologies, particularly chip manufacturing, has become a crucial factor in ensuring security, digital sovereignty, and enhancing national competitiveness. The above-named seminar is the first forum in Vietnam to systematically address the issue of chip technology security and autonomy; and to connect regulatory agencies, universities, research institutes, and businesses to find solutions for developing Vietnam's semiconductor ecosystem.

In his welcome speech, VNU Vice President Pham Bao Son emphasized the strategic significance of the cooperation agreement between VNU and CT Group, as well as the scientific seminar. He considered this a major milestone, embodying the spirit of innovation, national responsibility, and VNU's aspiration for breakthrough development, while also fostering stronger ties between universities and businesses, between knowledge and practice.

He affirmed that with nearly 120 years of establishment and development, VNU is a multidisciplinary training and research center with particular strengths in fundamental sciences, technology, economics, social sciences, and management. Currently, about 40% of VNU’s training programs are in the fields of engineering and technology, biomedical sciences, and pharmaceuticals, directly addressing the demand for key industries human resources.

CT Group Chairman Tran Kim Chung affirmed the significance of the seminar in the context of the country entering a new phase of development, aiming at a higher level of science and technology independence. He emphasized that the Politburo's Resolution 57 on breakthroughs in science, technology, innovation, and digital transformation could be considered as a "second declaration of independence" for Vietnam's science and technology, opening a new era for self-reliant and sustainable development.

At the event, VNU Vice President Pham Bao Son and Chairman of CT Group Tran Kim Chung exchanged the strategic cooperation agreement documents for Phase 1. The agreement focuses on cooperation in training and organizing customized courses, joint scientific research and seminars; awarding scholarships to students; creating internship and employment opportunities for students; supporting faculty members; and jointly leveraging strengths in infrastructure and resources to develop new products and services.

The agreement also emphasizes the responsibilities of both parties. VNU commits to prioritizing CT Group in related research projects, promoting the company's brand in cooperation programs, and recommending outstanding students to CT Group. In return, CT Group will allocate financial resources for training, research activities, scholarship awards, and recruitment of personnel from VNU.

In his seminar closing speech, VNU President Le Quan affirmed that VNU has been a pioneer in implementing the "Three Parties" cooperation model, with a focus on innovation and substantial collaboration. He stated that VNU's mission is strongly shifting from a cradle of basic sciences to a cradle of science and technology, linking research with the era’s trending industries and areas.

He also shared that VNU is focusing on training human resources for key industries, especially those in such strategic areas as semiconductors, nanotechnology, and quantum technology – the pillars for the future.

VNU President Le Quan stressed the spirit of boldness, risk-taking, and confidence in success. According to him, pioneering, decisive, and persistent steps “will open up the market”. He also mentioned that VNU is keen to allocate a significant space in Hoa Lac to developing a comprehensive research center, not only for semiconductors but also for quantum technology, artificial intelligence, and many other new technologies.

CT Group has committed to contributing 100 billion VND towards the building of a Joint Lab for research and training in Robotics and Intelligent Control at VNU Town in Hoa Lac. The group will also contract VNU's scientists to conduct research on new-generation UAVs, renewable energy, chip manufacturing, and quantum technology. This is considered a vital resource for promoting applied research and commercialization of "Made in Vietnam" technology products.
