Japanese Ambassador to Vietnam Ito Naoki: Accompanying VNU Vietnam Japan University for its sustainable development

On October 6, 2025, VNU President Hoang Minh Son had a working session with H.E. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam.

During the meeting, VNU President Hoang Minh Son expressed his pleasure in welcoming the Ambassador and highly appreciated the strong support of the Japanese Government, partner organizations, and Ambassador Ito Naoki himself for the development of Vietnam Japan University (VJU) – one of the most important and symbolic educational cooperation projects between the two countries.

He shared that at present, Vietnam’s higher education is standing before an unprecedented opportunity for rapid development as a series of crucial resolutions of the Politburo (Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, and Resolution No. 71-NQ/TW) have been issued. These resolutions lay a solid political and legal foundation, offer breakthrough policies and mechanisms, and mobilize significant investment resources to comprehensively transform the higher education system. The key feature of these resolutions lies not only in their strategic vision but also in their implementation approach, characterized by a strong spirit of action. Senior leaders of the Party and the State have repeatedly emphasized the need to translate the guidelines into concrete actions and to implement them quickly, decisively and effectively. Together with that, public investment in higher education and science–technology is being significantly increased, while more flexible and innovative policies are being introduced to promote university autonomy, socialization, industry partnerships, and international integration.

VNU President Hoang Minh Son strongly emphasized that the current period represents a “golden opportunity” for Vietnamese higher education institutions, including VNU and its member - Vietnam Japan University, to make breakthrough progress. As Vietnam is accelerating its transition to a growth model based on science, technology, innovation, and the development of high-quality human resources, cooperation with Japan through the VJU model holds strategic significance. He suggested that the university continue to clearly define its mission, vision, and development strategy, not only to reaffirm its role as a bridge for educational and research cooperation between Vietnam and Japan but also to become a pioneering university in training highly-qualified human resources for the region and the world.

He also highlighted several key tasks for VJU in the coming period, including: improving the university governance model with definite participation, delegation, and responsibilities for both sides; building a transparent financial model with clearly defined roles; and enhancing competitiveness in student recruitment, attracting learners, corporate investment, and social resources. At the same time, he called on the university to strengthen advanced training and research programs, particularly in high technology, semiconductors, and innovation, with the active participation of leading professors and major enterprises from Japan.

Ambassador Ito Naoki expressed his sincere appreciation for the timely guidance and support from VNU’s leadership and highly valued the efforts of Vietnam Japan University in its training and research activities, as well as in implementing the construction project of the university’s new campus in Hoa Lac. He affirmed that the Government of Japan would continue to accompany Vietnam in expanding the scale, improving the quality of training and creating favorable conditions for the successful implementation of the Vietnam Japan University project. He expressed his hope that the university would soon achieve new accomplishments and become a prominent symbol of educational and scientific–technological cooperation between Vietnam and Japan.

Recently, at the National Innovation Center, VNU Vietnam Japan University participated in the Vietnam International Innovation Exhibition 2025. At the event, the university showcased a variety of student-developed technology products, including a smart agricultural greenhouse model, unmanned aerial vehicles (UAVs), and robots with self-designed microchips. General Secretary To Lam, Prime Minister Pham Minh Chinh, and H.E. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, visited VJU’s exhibition booth and expressed their admiration for the university’s efforts in promoting advanced technology education with a strong emphasis on practical, hands-on learning. The General Secretary expressed his belief that VJU would continue to play a key role in training high-quality human resources not only for Vietnam but also for Japan. Ambassador Ito Naoki also strongly believed in the university’s future development.

According to the conclusions of the Central Steering Committee on the Development of Science, Technology, Innovation, and Digital Transformation on September 30, VNU-Hanoi, VNU- Ho Chi Minh City, the University of Da Nang, and Hanoi University of Science and Technology will be given major prioritized investments up to 2030. These four universities will serve as flagship institutions for Vietnam’s higher education system, with the strategic goal of ranking among the top 150 universities in Asia and attracting at least USD 50 million annually for research.
