Speaking at the meeting, Mr. Takebe Tsutomu expressed his deep respect for the bold reforms and the sustainable, stable development of Vietnam, which has been strongly promoted under the excellent leadership of the country's senior leaders. He also expressed his pleasure in witnessing the increasingly strong and strengthened friendly relations and cooperation between Vietnam and Japan, based on the foundation of the Comprehensive Strategic Partnership for peace and prosperity in Asia, which has been established between the two nations.
Mr. Takebe Tsutomu shared that he was deeply impressed with the vision and commitment of VNU in creating an international education environment, with a focus on the close connection with Japanese partners. That in 2024, VNU Vietnam Japan University (VJU) celebrated its 10th anniversary of establishment, and this October, VJU is welcoming approximately 1,000 new students marks the university’s important step towards becoming a hub for high-quality human resources training in Asia. As one of the people who has been deeply involved in the establishment and development of VJU, Mr. Takebe Tsutomu strongly admired the university’s achievements. He also expressed his hope that, under the guidance and leadership of VNU President Hoang Minh Son, VJU will continue to grow and become an excellent center for education and research, attracting students not only from Vietnam but also from all over the world. This will be an important step that contributes not only to Vietnam's educational development but also to the enhancement of exchanges and cooperation among nations.
VNU President Hoang Minh Son expressed his gratitude and appreciation for the attention and support from Japan and Mr. Takebe Tsutomu, who has dedicated much effort to the development of VJU over the past years.

He shared that the Vietnamese higher education is currently facing significant opportunities for strong development, thanks to the important resolutions by the Politburo (Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 71-NQ/TW), which provide a solid political and legal foundation, superior policies, and significant investment resources to drive comprehensive transformation of the higher education system. Additionally, according to the conclusions of the Central Steering Committee on the Development of Science, Technology, Innovation, and Digital Transformation on September 30, VNU-Hanoi, VNU-Ho Chi Minh City, the University of Da Nang, and Hanoi University of Science and Technology will be given major prioritized investments up to 2030.
In particular, Decision No. 452/QD-TTg by the Prime Minister on approving the network planning of higher education and pedagogical institutions for the period 2021-2030, with a vision to 2050, affirms that “the three excellent universities established under the intergovernmental agreements between Vietnam and other countries (Vietnam-Germany University, Hanoi University of Science and Technology, and VNU Vietnam Japan University) are being developed into research-oriented higher education institutions with a high degree of internationalization, strongly focused on promising fields of science, engineering, and technology.” Thus, VJU continues to hold a special position within the higher education system in Vietnam, based on the cooperation between the Government of Vietnam and the Government of Japan.
He strongly emphasized that the current period represents a “golden opportunity” for Vietnamese higher education institutions, including VNU and its member - Vietnam Japan University, to make breakthrough progress. He suggested that the university continue to clearly define its mission, vision, and development strategy, not only to reaffirm its role as a bridge for educational and research cooperation between Vietnam and Japan but also to become a pioneering university in training highly-qualified human resources for the region and the world.
To achieve breakthrough and sustainable development, VNU President Hoang Minh Son emphasized that VJU should ensure the following four core distinguishing factors. Firstly, VJU should strongly integrate the traditional Vietnamese cultural identity with the positive cultural values of Japan. Secondly, VJU is to commit to achieving excellence in teaching and research to ensure its internationally standardized curriculum and research programs. Thirdly, internationality should be an integral part of VJU’s development. Fourthly, practicality should be one of the most important factors that make the university outstanding. VJU needs to commit to developing research programs closely aligned with the real demands of the labor market, providing students with opportunities to develop practical skills to be ready to join the workforce right after graduation.
To achieve these goals, VNU President stressed the importance of promptly signing the Vietnam-Japan Intergovernmental Agreement on the development of VJU. Additionally, it is crucial to adjust and refine the development strategy, governance mechanisms, and financial policies to ensure the University's sustainable growth. Furthermore, accelerating the construction of infrastructure and completing the operational regulations is necessary for VJU to strongly develop in the future.
At the meeting, the two sides also discussed the establishment of the Institute of Japanese Culture, Technology, and Language (tentatively named VJU Academy), with the goal of becoming a global training center that develops highly skilled human resources to better meet the practical needs of the socio-economic systems of both Vietnam and Japan, while aligning with the development direction of the younger generation in both countries. Both sides also agreed to accelerate the progress of the Vietnam-Japan University project in Hoa Lac, as well as to develop training programs that are closely linked to market needs, with a priority to semiconductor training and other cutting-edge fields of science, engineering, and technology.
