- Objectively and scientifically assess the achievements and limitations in the process of leading the Party Committee of the Aviation Department to develop the civil aviation industry from 1998 to 2010.
- Draw some experience of the Aviation Party Committee in the process of leading the development of the Civil Aviation industry from 1998 to 2010.

Practical applicability: The dissertation after completion can be used as a reference for research on the Vietnam Civil Aviation industry, especially the history of the Aviation Department's Party during the renovation period. The dissertation is also a propaganda document about the development history of Vietnam Civil Aviation.
