11. Summary of the new findings of the thesis:

Theoretically, research has provided a theoretical framework for evaluating startup promotion policies. Accordingly, the five core criteria to define of the startup promotion policy evaluation framework are: To promote creativity and entrepreneurship, support startups, promote linkages in the startup ecosystem, does not create legal and administrative barriers for startups and supports startup integration into international markets.

In terms of practice, the study has provided an overall picture of startup activities, the current startup promotion policies in Vietnam and how to apply the evaluation framework to evaluate these policies.

The novelty of the thesis, applying the innovation approach and the system approach in entrepreneurship promotion policy research, from which proposing a framework for evaluating the policies to promote entrepreneurship.

12. Practical applicability, if any: The results of this study can be used as a reference for further studies as well as for policy makers to use as a theoretical basis in policy formulation. Based on the evaluation framework and evaluation results from the application of the promoted policy evaluation framework set out by the dissertation, managers and policy makers can adjust and improve policies to promote startup in Vietnam.

13. Further research directions, if any: Completing the startup promotion policy in Vietnam based on the application of the startup promotion policy evaluation framework outlined in the thesis.
