11. Summary of the dissertation outcomes:
1. Research objectives
The research objectives of the dissertation are to evaluate the current situations of managing investment capital from the State budget in developing irrigation systems in Thai Binh province; simultaneously quantifying the influence level of factors on the efficiency of managing investment capital from the State budget in developing irrigation systems in Thai Binh province; on that basis, proposing solutions to fulfil the management of investment capital from the State budget in developing irrigation systems in Thai Binh province from now to 2030.
2. Research subject
Research subject of the dissertation is the management of investment capital from the State budget in developing irrigation systems in Thai Binh province.
3. Research methodology
The dissertation uses 2 main research methods: qualitative research and quantitative research.
a, Qualitative research
In this study, the author conducted a review from domestic and foreign documents in order to inherit the scales, and combined with using delphi study to set up pilot scales for independent variables and dependent variable of the model, then combined with using in-depth interview method for those who need to conduct the survey to adjust the pilot scale to suit the actual context of Thai province and serve for the design of the survey form (questionnaire) used for quantitative research.
b, Quantitative research
Quantitative research was used to quantify the relationship among the variables in the research model and test the research hypotheses derived from the literature review through the use of statistical analysis tools. The quantitative research process was divided into two periods: preliminary quantitative research and formal quantitative research.
4. Main outcomes, new implications of the dissertation
The dissertation proposed some main solutions around 5 contents of managing basic construction capital investment from the State budget, including:
- Completing the planning and decentralization of investment capital management from the State budget for developing the irrigation systems in Thai Binh province;
- Completing the estimation and allocation of investment capital from the State budget for developing the irrigation systems in Thai Binh province;
- Completing the allocation and payment of basic construction investment capital from the State budget for developing the irrigation systems in Thai Binh province;
- Complete the statement of basic construction investment capital from the State budget for developing the irrigation systems in Thai Binh province;
- Completing the inspection and control of the management of basic construction investment capital from the State budget for developing the irrigation systems in Thai Binh province.
Besides, on the basis of the research outcomes on the factors affecting the efficiency of basic construction investment capital from the State budget for developing the irrigation systems in Thai Binh province, the author also proposed some solutions to improve the efficiency of this work.
5. Conclusions
Within the research scope of the dissertation, the author explained issues belonging to the category of literature review framework as well as analyzed and evaluated the current situations of managing investment capital from the State budget for developing the irrigation systems in Thai Binh province to propose comments, assessments and conclusions on the following issues:
Firstly, the dissertation reviewed the literature review related to the research topic of the dissertation such as: management of investment capital from the State budget in different aspects, factors affecting the efficiency of managing investment capital from the State budget.
Secondly, the dissertation systematized the basic issues of managing investment capital from the State budget for the irrigation sector from the perspective of financial management associated with the management of the State budget cycle. Simultaneously, developed a system of indicators to evaluate the efficiency of managing investment capital as well as factors affecting the management of basic construction capital investment from the State budget in general.
Thirdly, the dissertation analyzed and evaluated the current situations of managing basic construction investment capital from the State budget for developing the irrigation systems in Thai Binh province in the 5-year period from 2015-2019. Simultaneously, measuring the factors affecting the efficiency of managing investment capital from the State budget for developing irrigation systems in Thai Binh province.
Fourthly, from the outcomes of assessed current situations, the author analyzed the achievements and limitations as well as the causes of the limitations. Then, the author proposed groups of solutions to fulfil and improve the efficiency of managing basic construction capital investment from the State budget for developing the irrigation systems in Thai Binh province in the coming years.
