10. Summary of new findings of the thesis:
- The thesis contributes to the improvement of the theoretical foundation for financial policy to attract high-quality scientific and technological human resources at universities, supplementing theoretical arguments for the planning, implementation, and evaluation of financial policies to attract high-quality scientific and technological human resources in Vietnam's trend of university autonomy.
- The thesis presents recommendations to improve financial policies in order to attract high-quality scientific and technological human resources to universities. That is, it is important to restructure revenue sources and reallocate expenses: Restructure revenue streams to increase revenue from training, research, and policy consulting services, as well as revenue from scientific research and technology transfer. Expand the search for grants and aid for international research projects, developing the university's scientific research fund. Regarding expenditures, it is necessary to adjust the structure of expenditure tasks in the school in the direction of increasing development investment spending and decreasing recurrent expenditure; the expenditure principle must ensure both employee life stability and increased investment spending. Investing in development will encourage innovation, attract learners and the services that come with them, and therefore provide a stable and expanding source of income. The interaction is reciprocal.
11. Practical applicability:
The thesis can be used as a reference for research as well as for the planning, implementation, and evaluation of policies to attract high-quality science and technology human resources in Vietnamese universities, and it can serve as the foundation for the Organization - Personnel Department and the Planning - Finance Department of Vietnam National University, Hanoi to advise Hanoi National University leaders on financial institutions related to attracting high-quality scientific and technological human resources.
12. Further research directions:
A comparative study of financial policies to attract high-quality scientific and technological human resources between public and private higher education institutions, with the goal of drawing lessons from each type of higher education institution's experience in attracting high-quality scientific and technological human resources.
