Among the key requirements and tasks set for Hanoi Party Committee in the new term, General Secretary To Lam emphasized that Hanoi must be shaped as a city of a rich cultural heritage, identity, and creativity, aspiring to be a "civilized, modern, and sustainable capital" with both contemporary wisdom and global stature. According to General Secretary To Lam, Cultural heritage represents the root, the essence of national wisdom, fostering trust, aspiration, resilience and unique attraction; Identity is a pillar – a core competitive advantage, enabling Hanoi to retain its historical soul while attracting talents to inspire creativity and to develop a knowledge-based economy; and Creativity is the engine of development, transforming heritage into vibrant living values, while preserving, developing and expanding the urban landscape from planning, architecture, and arts to education, science, and management.
To fulfill the named tasks, the General Secretary suggested that development strategy should harmoniously integrate culture, space, economy, and people. Every decision, project, and investment must maintain traditional values, create cultural spaces for future generations, and foster innovation. He also called for the development of creative "nodes" across the capital to ensure a steady flow of creative energy from heritage, knowledge to technology, connecting Hanoi’s cultural, academic, and innovation hubs. These help create three "creative pillars" of Hanoi, including 1) Heritage - the historic inner city and the Red River waterfront, and Co Loa Citadel; 2) Knowledge - Vietnam National University and other research and educational centres; and 3) Technology - the Hoa Lac High-Tech Park and other innovation zones. These will become the city's creative engine, blending history, knowledge, and modern technology to shape Hanoi into a city of the past, the present and the future.

General Secretary To Lam also urged that Hanoi should become a hub for nurturing new policies, piloting new technologies, training new talents, and launching new ideas for the nation. In addition, Hanoi and Ho Chi Minh City should act as the country’s leading innovation and technology hubs.
Hanoi gathers a high-quality intellectual workforce, mainly from the country’s leading universities and research institutes such as Vietnam National University, Hanoi (VNU), Hanoi University of Science and Technology, Posts and Telecommunications Institute of Technology, and the Vietnam Academy of Science and Technology. It is also a hub for national technology and data infrastructure and the home of major high-tech zones like Hoa Lac, data centres, research facilities, and a synchronized digital infrastructure network.
Moreover, Hanoi boasts a thriving ecosystem of enterprises and innovation, featuring major technology corporations such as Viettel, VNPT, FPT, and MobiFone, along with thousands of tech startups. The city is also home to global technology corporations’ research centres, including Samsung and Qualcomm, and serves as a financial powerhouse, concentrating substantial capital resources from major financial institutions such as Vietcombank, Techcombank, VPBank, Agribank, BIDV, and VietinBank.

VNU is not only a national key university but also a strategic resource for Hanoi in the fields of education, science, technology, and innovation. Thousands of bachelor’s, master’s, and doctoral graduates from VNU have formed an active part of Hanoi’s workforce of officials, experts, administrators, entrepreneurs, and intellectuals.
In recent years, VNU has signed and implemented numerous comprehensive cooperation programs with Hanoi, especially in such areas as smart urban planning, public governance, education, healthcare, environment, digital transformation, and high-quality human resource development. VNU’s leadership emphasized that the Law on Science, Technology and Innovation, recently approved by the National Assembly, together with Resolution No. 71/NQ-CP amending the Government’s action program, and the Capital Law, has created a favorable legal framework for Hanoi and VNU to jointly pilot innovative governance models, co-invest in laboratories, establish specialized research institutes, and attract international experts to drive the city’s innovation ecosystem forward.
VNU has taken the initiative to study major issues facing the Capital and has proposed a list of key research and development priorities, focusing on four major areas of particular concern to the city: 1) Environment and sustainable development; 2) Economy and public health; 3) Preservation and promotion of cultural and digital heritage values; and 4) Digital platform supporting data-based decision-making. In addition, training, professional development, and capacity building for Hanoi’s officials remain a crucial area of cooperation. These initiatives clearly demonstrate VNU’s vision and outstanding capability in tackling interdisciplinary and complex challenges typical of a large urban centre like Hanoi.
