The Action Program focuses on four key task groups:
1. Promoting scientific, technological, and innovative products at VNU, aligned with strategic, high-value-added industries; contributing to socio-economic development. Specifically,
- Investing in a number of key national technology areas in which VNU has strong capabilities;
- Expanding collaborative networks, both domestic and international, to increase opportunities for publications in high-impact journals and develop co-owned patents between the university and enterprises;
- Developing new VNU-level key science and technology programs, aimed at mastering strategic technologies to meet the demands of Vietnam’s strategic industries.
2. Strengthening the innovation ecosystem in connection with businesses, increasing revenue from services and technology transfer, and attracting private sector investment in science, technology, and innovation. Specifically,
- Building a startup/spin-off innovation ecosystem at VNU;
- Promoting public-private partnerships (PPPs) with large enterprises for joint project development; and
- Increasing off- budget revenues.
3. Breakthrough policies for developing high-quality human resources, including:
- Developing strong research groups at VNU along with attracting and nurturing outstanding scientists;
- Training high-quality human resources for the nation, including:
(i) Training in technical and technological fields, AI, chip design, semiconductors, and biotechnology along with accelerating digital transformation and the application of information technology and AI;
(ii) Training scientists (through advanced training, incubating, etc.);
(iii) Providing experts for localities and enterprises;
- Enhancing the model, organizational structure, and operations of the High-tech and Innovation Park;
- Attracting and exchanging international faculty (during the 2025–2030 period).
4. Promoting comprehensive digital transformation, reducing administrative procedures; and enhancing efficiency, effectiveness, and performance in university management, including:
- Digital transformation in education: Developing training models and online teaching methods that utilize digital technology and AI;
- Planning and developing VNU’s network infrastructure at Hoa Lac, as well as maintaining and expanding the digital infrastructure, ecosystem, and databases;
- Establishing a data center and a center for monitoring and operating a smart university town;
- Implementing information security monitoring solutions/systems following a four-layer model.
Based on the Action Program and key performance indicators (KPIs), VNU’s units are to register their annual KPIs to achieve the set objectives. The VNU Office of the President and functional departments will coordinate, manage, supervise, and conduct periodic evaluations to ensure the necessary resources for the implementation.
