7th Congress of VNU Party Committee, term 2025-2030: Innovation - National responsibility - Breakthrough development

This is the action motto of VNU Party Committee at its 7th Congress for the 2025-2030 term, held on July 17-18, 2025 in VNU town in Hoa Lac - VNU’s new development space.

With this motto, VNU Party Committee affirms its strong determination and great efforts to seize opportunities and favorable conditions, mobilize and efficiently utilize all resources to enhance the quality and effectiveness of all activities to increase both the quantity and quality of educational, scientific, technological, and innovation outputs, thereby positioning itself as a pioneering nucleus in developing VNU into a world-class innovative university, making significant contributions to the national development in the new era.

Attending the Congress was comrade Le Quan, Secretary of VNU Party Committee and President. The Congress also welcomed Mr Nguyen Doan Toan - Member of Hanoi Party Standing Committee, Head of Hanoi Party Committee Propaganda Department; VNU former leaders from different periods; members of VNU Party Committee and Standing Committee; members of VNU Executive Board; and 294 official delegates representing nearly 4,000 Party members from 29 grassroots Party organizations under VNU Party Committee.

In his opening address, comrade Le Quan stated that the 7th Congress of VNU Party Committee took place at a time when the entire nation was strongly striving to develop. In this context, all VNU staff, Party members, and students firmly believe in the leadership of the Communist Party of Vietnam, and are actively striving to build and develop VNU into a world-leading innovative university.

The Congress acknowledged and highly appreciated the valuable contributions to the Political Report of the 7th Congress - a product crystallizing the collective wisdom and unity of the entire VNU Party Committee.

The mission of the 7th Congress was to conduct a comprehensive and objective review of the implementation of the 6th Congress Resolution and the leadership of the Party Executive Committee; analyze and evaluate the five-year reform process; draw essential lessons and, therefrom, to determine VNU’s development orientation, goals, and tasks in the 2025-2030 period. The Congress was also to elect delegates to attend the 18th Congress of Hanoi Party Committee and, more importantly, to elect the 7th VNU Party Executive Committee - a truly exemplary body with political integrity, intelligence, capability, and courage to lead VNU in the new era.

Comrade Le Quan emphasized that the 7th Congress of VNU Party Committee would uphold the spirit of innovation, national responsibility and breakthrough development. The entire Party Committee will make every effort to leverage the power of the system, seize opportunities, and overcome challenges to create a breakthrough in developing VNU into a top-tier innovative university, making direct and effective contributions to the national development. VNU will fulfill the noble mission entrusted by the Party and the State to train high-quality human resources, foster talents, and play a leading role in the renewal of Vietnam’s higher education system.

Addressing the Congress, Mr. Nguyen Doan Toan - Member of Hanoi Party Standing Committee, Head of Hanoi Party Committee Propaganda Department, highly valued VNU’s model of a multidisciplinary, multi-field, innovative university with institutional autonomy and a modern governance approach, in which VNU Party Committee serves as a leadership core, fostering unity and leveraging collective strength. He also expressed strong impressions of the remarkable progress that VNU had made in science and technology, training, and both domestic and international cooperation.

Comrade Nguyen Doan Toan suggested that in the coming term, VNU Party Committee pay attention to and focus on implementing the following key tasks:

First, keep on improving the leadership capacity and fighting strength of the Party Committee, focusing on Party building in ideology, politics and ethics.

Second, promote the role of the Party Committee as a political nucleus in leading the fulfillment of VNU’s professional tasks; proactively and strongly reform the university governance model; enhance institutional autonomy in close alignment with sustainable development; focus on improving the quality of training, especially that of high-level human resources and workforce for cutting-edge sectors, high-tech industries, digital economy, green economy, and circular economy in accordance with the country’s development orientation.

Third, focus on comprehensive digital transformation, especially in university governance and training management; and build a pioneering digital university model in Vietnam.

Fourth, promote scientific research and innovation; give priority to research in fundamental sciences, interdisciplinary sciences, and cutting-edge technologies; strengthen the transfer of research outcomes into practical production and business activities to serve the socio-economic development of the Capital and the country; develop a university-based startup ecosystem with strong linkages to businesses and localities, especially with Hanoi, contributing to the formation of a new growth pole in the western part of the Capital.

Fifth, focus on building a team of scientists and lecturers with strong political integrity, deep professional expertise, and sufficient capability to engage in scientific and educational activities at both regional and global levels.

The Congress elected the 7th Executive Committee of VNU Party Committee for the 2025-2030 term, comprising 24 members with political integrity, competence, and capacity required to shoulder the responsibility of leading the development of VNU over the next five years. Comrade Le Quan was re-elected Secretary of VNU Party Committee for the 2025-2030 term.

The Congress also elected 5 official delegates and 1 alternate delegate representing VNU’s Party members to attend the 18th Congress of Hanoi Party Committee.

The Congress closed with 100% of the delegates voting in favor of the key targets and the Resolution of the Congress.
