VNU and the Government Cipher Committee cooperate in quantum technology, information security, and semiconductor technology

On August 29, 2025, in Hanoi, VNU President Prof. Dr. Le Quan and Major General Vu Ngoc Thiem - Head of the Government Cipher Committee, representing their respective institutions, signed a cooperation agreement to enhance collaboration in training, research, and technological development in key fields: quantum technology, quantum computing, quantum communication, information security, and semiconductor microelectronics.

The cooperation between VNU and the Government Cipher Committee has been initiated for several years, with programs for professional exchange and scientific discussions in the fields of cryptography, information security, and quantum technology. Notably, VNU University of Science and the Institute of Cryptography Science and Technology (Government Cipher Committee) have made initial steps in proposing a national-level joint laboratory for quantum technology, post-quantum cryptographic algorithms research and high-quality human resources (master’s and doctoral students) development in the fields of cryptography, microelectronics, and computer science.

These early collaborations have established a solid foundation of trust, allowed both sides to understand each other’s strengths, and entailed an urgent need of a long-term strategic cooperation framework, which has been formalized in the newly signed agreement.

Under the agreement, VNU and the Government Cipher Committee will collaborate in training high-quality human resources in quantum technology, cryptography, information security, and semiconductors. Each year, the Government Cipher Committee will send its personnel to attend master’s and doctoral programs at VNU. They will also carry out national-level scientific and technological research tasks, particularly in quantum computing, quantum communication, and microelectronics technologies. Furthermore, they will organize seminars, scientific conferences, specialized training courses, and exchange academic programs between the staff, faculty, and students of both parties.

The cooperation agreement is effective for 5 years from the signing date and can be extended. This is considered a significant milestone, marking the beginning of a new, long-term, and more substantive phase of cooperation between VNU and the Government Cipher Committee, contributing to Vietnam’s mastery of core technologies and keeping pace with global trends.

At the meeting, VNU President Prof. Dr. Le Quan emphasized that VNU has strengths in basic sciences training and research, information technology, quantum physics, and semiconductors. This strategic cooperation will help both parties leverage their advantages and build national capabilities in emerging technologies, particularly quantum technology that is predicted to shape the global knowledge economy in the near future. VNU President stressed that high security is a key factor enabling many countries to effectively address challenges. He noted that VNU has been investing significantly in core technologies such as quantum, artificial intelligence, semiconductors, and cybersecurity. In line with the implementation of Resolution 57-NQ/TW, VNU has established the Technology and Innovation Park in Hoa Lac, laying the foundation for cooperation with both domestic and international strategic partners. To date, VNU has built a widespread network of collaborations with 27 leading universities in Japan, 5 top universities in China, and partners in Russia. VNU has also invited several global renowned professors to collaborate in training and scientific research, such as world-leading semiconductor expert Nguyen Bich Yen (Soitec Group, France), Prof. Tang Jie in artificial intelligence from Tsinghua University (China), and Prof. Alexey Ustinov in quantum technology (Russia), among others. He expressed the desire for VNU to continue fulfilling orders from the Government Cipher Committee; thereby both parties can together address the major tasks assigned by the country, including implementing a master's program in quantum communication and training talented, specialized human resources for the Cipher industry.

Major General Vu Ngoc Thiem affirmed that the cooperation with VNU has made significant progress and will continue to be strengthened in the future. He mentioned that over the 80 years of development, the Government Cipher Committee has always played a key role in national information security. In the current context, the Cipher Committee is particularly focusing on quantum technology, blockchain, artificial intelligence, chips, and semiconductors. The Committee’s Cryptographic Engineering Academy with many staff members – VNU alumni, provides specialized training. Major General Vu Ngoc Thiem suggested that the advisory units soon finalize the cooperation contents and take advantage of the favorable development conditions in VNU Town in Hoa Lac to effectively implement joint programs.

VNU President Le Quan and Head of the Government Cipher Committee Vu Ngoc Thiem agreed that the bilateral cooperation would not only create opportunities to develop high-level human resources but also play a crucial role in ensuring digital sovereignty and national security.
