The Prime Minister reassigns and appoints Prof.Dr. Le Quan, President of Vietnam National University, Hanoi, as Deputy Minister of Education and Training

On September 3, 2025, Prime Minister Pham Minh Chinh signed Decision No. 1889/QD-TTg on the reassignment and appointment of Prof.Dr. Le Quan, President of Vietnam National University, Hanoi, as Deputy Minister of Education and Training.

The newly appointed Deputy Minister of Education and Training, born in Hanoi in 1974, with native origins in Quang Ngai province, has been a member of the 14th and 15th National Assembly.

Prof.Dr. Le Quan, a diploma holder in advanced political theory, a PhD in Management Science from the University of Toulon (France), conferred the title of Associate Professor in 2009 and that of Professor in 2017, is an expert in human resources development and entrepreneurship.

He is well known as the founder of the Human Resources Management Club and Forum, as well as the initiator of the Businessman Café networking events and Vietnam Human Resources Day. He has left notable marks during his service in various positions, including Deputy Minister of Labour, Invalids and Social Affairs, and Deputy Secretary of the Provincial Party Committee cum Chairman of the People’s Committee of Ca Mau Province.

On June 24, 2021, Prime Minister Pham Minh Chinh signed Decision No. 998/QD-TTg on appointing Prof.Dr. Le Quan as President of Vietnam National University, Hanoi (VNU).

Since assuming the role of the President of VNU in 2021, Prof.Dr. Le Quan has led the university to achieve significant accomplishments during the 2020–2025 period, laying the foundation for achieving the strategic goal of developing VNU into a world-leading innovation-oriented university by 2030, as endorsed by the 7th Congress of VNU Party Committee in July 2025.

With dedication, vision, and determination, Prof.Dr. Le Quan, together with the leadership team of VNU, has enabled the university to make remarkable progress, from organizational restructuring and digital transformation to internationalization and talent development. These achievements have not only affirmed VNU’s position but also laid a solid foundation for achieving its goal of becoming a world-leading innovation-oriented university by 2030.
