VNU Hanoi and Russia’s Presidential Academy launch training programme “Digital Transformation in Public Administration”

On December 8, 2025, in Hòa Lạc, Vietnam National University, Hanoi (VNU) and the Presidential Academy of the Russian Federation for National Economy and Public Administration (RANEPA) jointly organized an advanced professional training programme entitled “Digital Transformation in Public Administration.” This activity is part of the strategic cooperation framework between VNU Hanoi and RANEPA.

The training programme took place from December 8 to December 12, 2025, and was attended by trainees including civil servants from ministries, agencies and localities; leaders of units; heads and deputy heads of departments responsible for digital transformation; as well as lecturers, specialists and researchers from VNU.

After the training course, participants will receive certificates issued by the Organizing Committee and the Presidential Academy of the Russian Federation.

Representative of RANEPA, Dr. Felix Gadzaov — Director of the Center at the School of Digital Public Administration — said the programme is designed with a total duration of 100 hours, including six online sessions held from 5–17 November and seven in-person sessions held from 8–12 December. The online course provided fundamental principles of digital transformation, trends in the development of digital public administration in Russia, key technologies such as AI, Big Data, cloud computing, blockchain and cybersecurity, as well as the smart-city models being implemented across the Russian Federation.

In this concentrated in-person phase, participants continue to study specialised topics on the legal framework for digital transformation, public-sector data management, strategic planning for digital development, e-government, online public services, mechanisms to ensure technological sovereignty, and other experiences in digital state governance. These topics are developed according to senior-official training standards currently applied in major programmes such as the School of Governors and the School of Mayors in Russia.

Speaking with participants in the training programme, Mr. Alexey G. Komissarov - RANEPA President shared practical experiences in implementing digital transformation in Russia. In response to a question from lecturer Ta Bich Ngoc (VNU University of Social Sciences and Humanities) about RANEPA’s most notable digital application, the director introduced the “AI Academy” virtual assistant currently used at the Academy to handle tens of thousands of inquiries and admissions dossiers each year, helping to significantly reduce staffing burdens and improve the quality of citizen services. On the issue of streamlining the administrative apparatus raised by participant Pham Nhu Lan (Department of Agriculture & Environment, Ninh Bình), he said Russia is carrying out reforms to merge small administrative units into larger urban centers to increase management efficiency.

Also during the session, when asked about solutions for improving digital skills among the elderly - a major challenge in Vietnam where this group accounts for roughly 16% of the population, he noted that Russia is rolling out free training programmes and expanding the “School 21” model, where learners as old as 81 still attend programming and digital skills courses.
