Speaking at the workshop, Prof.Dr. Tran Xuan Tu, VNU-ITI Director, stated that the Vietnam AI Annual Report 2025 was compiled from survey data collected from 50 enterprises, 127 research institutes, higher education institutions, and 142 organizations and units applying AI nationwide during the 2023-2025 period. The report aims to provide a comprehensive, objective, and evidence-based overview of the state of AI research, development, and application in Vietnam, centered around three key pillars: institutes/universities, enterprises, and ministries/sectors.
The analysis results show that AI is gradually asserting its role as a key driver of innovation across many key sectors such as industry, healthcare, transportation, finance, and education. However, the level of readiness in terms of data infrastructure, computing capacity, and high-quality human resources remains uneven across regions and organizations; at the same time, the gap between the policy frameworks and practical implementation continues to pose a major challenge to the development and application of AI in Vietnam.
Prof. Tran Xuan Tu emphasized that, for the State, the Report underscores its central role in completing the legal framework, developing data and computing infrastructure, and establishing financial support mechanisms for research and innovation. The promulgation of the AI Law is regarded as an important foundation; however, it still needs to be further specified through flexible implementation mechanisms that ensure both risk management and innovation encouragement, with a special focus on supporting small and medium-sized enterprises and promoting the formation of an open and sustainable AI ecosystem.
For enterprises, the Report recommends approaching AI through a long-term strategy closely aligned with digital transformation, rather than relying on short-term technical solutions. Enterprises need to make coordinated investments in data, human resources, and governance capabilities, while strengthening collaboration with research institutes and universities to optimize operations, restructure business models, and enhance competitiveness.
For universities and research institutes, the Report proposes viewing AI as a new knowledge infrastructure that helps accelerate scientific discovery and promote interdisciplinary research. This requires long-term investment in computing infrastructure, open data, and key research programs, thereby enabling Vietnam to narrow the gap with advanced countries and enhance its academic standing on the international scientific map.
Regarding human resource training, the Report affirms that this is a strategic and foundational task, requiring a strong focus on renewing curricula and training methods, strengthening practical components, promoting collaboration with enterprises, and developing the AI labor market, with the aim of building a workforce that is both theoretically sound and well aligned with the practical demands of the digital economy.
Specifically, for VNU, the Report proposes that VNU take the lead in applying AI to university governance, advancing interdisciplinary research and personalized education; also, it should invest in establishing centers of excellence in AI, share data and computing infrastructure, and strengthen international cooperation, thereby affirming its role as a core nucleus within the national AI ecosystem.
Prof.Dr. Tran Xuan Tu emphasized that the publication of the Vietnam AI Annual Report 2025 by VNU-ITI not only provides an important scientific and practical basis for policymaking, investment, and training in the coming period, but also helps bring together policymakers, scientists, and businessmen, with the goal of developing AI that is responsible, sustainable, and serves the common interests of society.
