Active participation in national policy advisory, evaluation, and strategic planning

Currently, VNU has 12 undergraduate training units and 17 graduate training units, along with 4 high schools and 1 middle school. Among them are 3 specialized high schools, 1 practice high school, and 1 middle school. Notably, on February 27, 2025, Deputy Prime Minister Le Thanh Long signed Decision No. 452/QĐ-TTg approving the Planning of the Network of Higher Education and Teacher Training Institutions for the 2021-2030 period, with a vision toward 2050. Accordingly, VNU University of Education has been identified as one of 14 key higher education institutions for teacher training nationwide.

With the mission to train high-quality human resources, nurture talents, and advance science and technology to contribute to solving major national challenges, VNU recognizes that accompanying localities in human resource development, science and technology application, and digital transformation is a vital task. This responsibility reflects not only VNU’s commitment but also its active contribution to helping localities achieve sustainable development goals.

A wide range of training and capacity-building activities for localities has been implemented, including: providing training in data analysis, data utilization, and digital technologies for the digital transformation officials of Lao Cai province; VNU University of Education actively implementing the Online Support Channel for Preschool and General Education; VNU University of Languages and International Studies successfully piloting the project to establish English as a second language at ULIS Middle School and Foreign Language Specialized School; and sharing teaching experiences and methodologies for using English as a second language in Vietnamese schools.

VNU continues to assert and strengthen its academic role and prestige in performing national-level tasks, including synthesizing practical experience, conducting theoretical research, and particularly reviewing and analyzing the implementation of Central Party Committee and Politburo resolutions through numerous research works to provide a scientific bases and rationale to advise the Party and the State on policy formulation; actively engages in advising and evaluating national and local planning, while promoting applied research with high academic credibility and strong science and technology capacity.

VNU has been entrusted to lead the implementation of numerous major national scientific projects, resulting in dozens of scientific and technological products applied and deployed in practice.

With its team of leading experts, VNU plays a pivotal role in providing strategic advice to the Government. During 2024-2025, VNU led 26 state-level policy review reports in areas such as energy strategy, Hanoi metropolitan area planning, higher education reform, and water security management. Beyond being a leading center for training and research, VNU is an essential contributor to policy advisory, evaluation, and evidence-based strategy formulation for national initiatives from advancing science and innovation to planning the higher education system and developing research university models. This role affirms VNU as an intellectual hub and a strategic advisory center for national development.
