Vietnam National University, Hanoi: The Knowledge Hub Driving Innovation and Sustainable Development of the Capital

Addressing the 18th Congress of Hanoi Party Committee for the 2025–2030 term, General Secretary To Lam emphasized the formation of three “innovation poles” of Hanoi, including Heritage - the historic inner city and the Red River waterfront, and Co Loa Citadel; Knowledge - Vietnam National University, Hanoi and other research and educational centers; and Technology - the Hoa Lac High-Tech Park and other innovation zones. These poles are envisioned as the driving axis of Hanoi’s creativity, maximizing the value of history, knowledge, and technology, and transforming Hanoi into a city that integrates past, present, and future.

The recently enacted Law on Science, Technology and Innovation, together with Resolution 71/NQ-CP revising the Government’s action program and the Law on Hanoi, provides a favorable legal framework for the city and VNU to experiment with innovative governance models, co-invest in laboratories, establish specialized research institutes, and attract international experts.

VNU has proactively studied Hanoi’s major challenges and proposed a portfolio of priority tasks, focusing on four key areas of particular concern to the city: environment and sustainable development; economy and public health; preservation and promotion of cultural heritage and digital heritage; and digital platforms for data-driven decision-making. In addition, training, capacity building, and professional development for city officials are central elements of the collaboration. These proposals clearly demonstrate VNU’s vision and outstanding capacity to address complex, interdisciplinary challenges of a major metropolis like Hanoi.

In fulfilling its political mandate related to the capital’s digital transformation, VNU units have actively and proactively participated in implementation. Notably, the University of Engineering and Technology has allocated facilities, machinery, and equipment, and mobilized staff and students to directly assist residents and businesses in accessing online public services.

Through these concrete contributions, VNU continues to affirm its role as the core “Knowledge Hub” of the Capital, connecting academic excellence with real-world problem solving. By integrating research, innovation, policy advice, and human resource development, VNU not only supports Hanoi’s sustainable and inclusive growth but also contributes to shaping a modern governance model based on science, technology, and innovation, in line with national development orientations and international best practices.
