VNU and Petrovietnam cooperate strategically to build an innovation ecosystem

On January 29, 2026, Vietnam National University, Hanoi (VNU) and Vietnam National Industry - Energy Group (Petrovietnam – PVN) signed a cooperation agreement. This is a significant event, marking a new stage in the partnership between the two parties and clearly demonstrating the spirit of collaboration between universities and enterprises, as well as the close linkage between knowledge and technology with the country’s practical development needs.

Member of the Party Central Committee, Secretary of the Party Committee, and President of VNU Hoang Minh Son attended the ceremony and delivered a speech.

Attending the ceremony on behalf of Petrovietnam were Mr. Le Ngoc Son, Secretary of the Party Committee and Chairman of the Members’ Council of the Group; and Mr. Le Xuan Huyen, Deputy General Director in charge of the Group’s Executive Board.

Building on their respective strengths and resources, VNU and Petrovietnam have agreed to implement comprehensive cooperation based on three key pillars.

Firstly, the two sides will promote cooperation in developing high-quality human resources to meet the demands of the technology and energy sectors in the context of digital transformation and energy transition. Accordingly, VNU will support the training, professional development, and capacity building of Petrovietnam’s workforce, while strengthening connections between students and the Group’s recruitment needs. As for Petrovietnam, the Group will facilitate internships and practical training opportunities for VNU students at its member units, and assign experts to participate in teaching, sharing practical experience, and providing career orientation for learners.

Secondly, the two sides will strengthen cooperation in scientific research, application, technology transfer and development. VNU will advise Petrovietnam on the planning, governance, and operation of research centers, laboratories, and testing facilities; at the same time, both parties will jointly promote new cooperation models, with a focus on the co-location model among research units, technology enterprises, and startups, thereby gradually forming and developing an open innovation ecosystem closely linked to practical production and business activities.

Thirdly, cooperation in organizing scientific and innovation activities is identified as an important channel connecting research, education, and enterprises. VNU and Petrovietnam will coordinate to organize a series of seminars and scientific conferences within the framework of their strategic partnership, including international workshops on university-industry collaboration; specialized international scientific conferences in the fields of energy and advanced materials; ecosystem-connecting activities such as Demo Days, Technology Showcases, and Career Fairs; as well as thematic dialogues and seminars. On this basis, the two sides aim to build and develop annual events of regional and international scale, notably the VNU – PVN Innovation Summit and specialized conferences within the ASEAN region.

Speaking at the ceremony, VNU President Hoang Minh Son stated that the signing of the cooperation agreement between VNU and Petrovietnam is not merely an event of bilateral cooperation significance, but also a clear demonstration of the practical implementation of the major resolutions by the Party Central Committee. These include Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 71-NQ/TW on breakthroughs in the development of education and training; and Resolution No. 79-NQ/TW on the development of the state-owned economy, which emphasizes the complementary and mutually supportive roles between key state-owned enterprises and strategic education and research institutions. This marks a strategic milestone that clearly embodies the guiding principle of “Accompanying - Innovation - Development”, closely linking education with practice, and integrating scientific research with technology application and transfer.

Mr. Le Ngoc Son, Chairman of the Members’ Council of Petrovietnam, affirmed that in the context of the rapid development of artificial intelligence, the digital economy, the green economy, and the circular economy, innovation and digital transformation have become inevitable requirements. According to Mr. Le Ngoc Son, Petrovietnam is carrying out a “dual mission” as a key state-owned economic group in the energy sector, ensuring national energy security while pioneering digital transformation, green transition, and energy transition toward sustainable development. This transformation is identified as a strategic breakthrough based on science, technology, and innovation, with a focus on mastering strategic technologies and building a high-quality human resource workforce.

Highly valuing the role of VNU as a leading national center for education and research, bringing together intellectual excellence and strong capabilities in fundamental research, Mr. Le Ngoc Son noted that the cooperation between the two sides was founded on their complementary strengths, contributing to the formation of an innovation ecosystem closely linked to the country’s practical development needs. The signed Memorandum of Understanding reflects a strategic commitment to training high-quality human resources, researching and mastering key technologies, investing in modern research infrastructure, and promoting the commercialization of research outcomes.

The cooperation signing ceremony between VNU and Petrovietnam not only marked a new stage in their bilateral partnership, but also affirmed the shared determination of both parties to closely integrate education and research with practical production and business activities. With a foundation of complementary strengths, the partnership between VNU and Petrovietnam is expected to generate sustainable value, contribute to the formation of an innovation ecosystem aligned with the country’s development needs, and make tangible contributions to Vietnam’s industrialization, modernization, and international integration in the new development phase.
