Affirming its position as one of the nation’s two leading centers for higher education, scientific research, and innovation, VNU has taken a proactive role in translating and implementing the major policies and strategic orientations of the Party and the State. In the past year, VNU actively advanced the realization of key objectives set forth in the Party Central Committee’s resolutions, notably Resolution No. 45-NQ/TW on further building and promoting the intellectual workforce to meet the requirements of rapid and sustainable national development in the new period; Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation; and Resolution No. 71-NQ/TW on breakthroughs in education and training. These resolutions serve as fundamental guiding frameworks for VNU’s development in accordance with the research university model.

In the area of faculty and human resource development, VNU implemented a comprehensive and synchronized set of flagship programs and projects aimed at attracting, nurturing, and developing elite talents. Key initiatives included policies to attract and support outstanding scientists; the Project on Investment in the Development of Excellent Scientists and International-Standard Strong Research Groups; the Program for Developing Lecturers and Scientists for the 2026–2031 period; and the Visiting Professorship Program. As a result, over the past four years, VNU has recruited nearly 500 PhD holders, including many internationally recognized scholars in key technological fields, thereby establishing a strong human resource foundation for national strategic science and technology missions.
To effectively implement Resolution No. 57-NQ/TW, VNU established a Steering Committee, developed a comprehensive Action Program, and built an online KPI-based reporting system to monitor implementation progress. VNU identified eight priority technology areas for focused investment during the 2025–2035 period; registered two national-level initiatives in semiconductor microchips and quantum technology; and proposed nine initiatives aimed at mastering strategic technologies under a tripartite cooperation model involving the State, universities, and enterprises.
In the field of education and training, on November 28, 2025, VNU issued an Action Plan to implement Resolution No. 71-NQ/TW and Resolution No. 281/NQ-CP, with the objective of developing VNU into an elite, internationally recognized research university and serving as a core institution for nurturing national talents. VNU set ambitious targets to rank among the Top 100 universities in Asia, with two to three disciplines placed within the world’s Top 100.
At the same time, VNU continued to strengthen the linkage between research and practical demands, promote technology transfer, and expand high-quality training programs in key priority areas. The year 2025 also marked an important milestone with the launch and expansion of the Vietnam Semiconductor Alliance, contributing to the formation of an integrated ecosystem encompassing education, research, and industry, and reaffirming VNU’s strong commitment to partnering with the Government in advancing the national semiconductor industry.
