In a significant step toward international integration and the enhancement of medical education quality, VNU University of Medicine and Pharmacy (VNU-UMP) has officially signed a cooperation agreement with the Paris Public Hospital System (Assistance Publique – Hôpitaux de Paris, abbreviated as AP-HP).
AP-HP currently operates 38 public hospitals and 6 university-hospital complexes, supported by a workforce of nearly 100,000 medical and scientific personnel. Each year, the system receives approximately 8 million patient visits and conducts thousands of medical research projects.

With 11 specialized research institutes and 181 reference centers for rare diseases, AP-HP not only serves as a cornerstone of public healthcare but also plays a vital role in training generations of highly qualified physicians, researchers, and medical educators.
Notably, AP-HP is one of Vietnam’s long-standing international partners in medical education. Many Vietnamese doctors have been trained at AP-HP through the DFMS/DFMSA program—an internationally recognized, structured, and rigorous specialty training program.
The cooperation agreement between VNU-UMP and the Paris Public Hospital System (AP-HP) marks a strategic milestone in the development of medical education in Vietnam. Through this agreement, both parties commit to promoting collaboration and facilitating exchanges in the following areas: medical training, scientific research, healthcare services, and hospital management.
To realize these objectives, the two sides will implement the exchange and reception of healthcare personnel—including medical, paraclinical, technical, and administrative staff—according to the legal frameworks of each country. This will be carried out through various forms such as short-term observational internships, training under the DFMS and/or DFMSA programs, 6- or 12-month joint internships, and the reception of trainees under the provisions of Decree No. 2017-1601 dated November 22, 2017, concerning temporary medical, dental, and pharmaceutical practice.

The two parties will also establish hospital task forces and exchange best practices in healthcare quality, medical hygiene, and other specialized areas agreed upon for cooperation.
Additionally, both sides will organize thematic workshops and conferences, and implement clinical research programs and potential technology transfer initiatives.
The signing of the cooperation agreement reflects AP-HP’s recognition of the University of Medicine and Pharmacy’s role in health sciences education and research in Vietnam, particularly its efforts to develop the Linh Đàm Campus of the University Medical Center into a smart, high-tech, and digitally managed hospital.
The agreement also opens up new avenues for collaboration, contributing to the enrichment of the long-standing tradition of Franco-Vietnamese cooperation in the field of medicine over the past decades.
