President of VNU-Hanoi Hoang Minh Son and Vice President of VNU-HCMC Nguyen Thi Thanh Mai co-chaired the conference.
In her conference opening remarks, VNU-HCMC Vice President Nguyen Thi Thanh Mai emphasized that over the past year, the two National Universities have actively coordinated and implemented cooperation activities based on the conclusions of the 2024 annual conference through leveraging the potential and strengths of both institutions to address practical issues, contributing to the country’s socio-economic development and international integration. The collaborative activities in such key areas as training, scientific research, and quality assurance were carried out in a substantive and in-depth manner, promoting linkages among faculties, departments, and research groups of both universities, and laying the groundwork for interdisciplinary projects and the development of a basic science network.
VNU-HCMC Vice President Nguyen Thi Thanh Mai affirmed that the two National Universities are not only leading centers for training and research but also hubs for initiating national innovation. That they have pioneered the implementation of the Party Central Committee’s Resolutions clearly demonstrates their national responsibility in fulfilling the mission entrusted by the Party and the State - creating knowledge, advancing science and technology, and promoting the country’s industrialization and modernization.
In recent times, the two National Universities have aligned and strengthened close coordination to carry out major national tasks of enhancing research and providing scientific evidence to support the development of orientations, guidelines, policies, strategies, and socio-economic development plans for the renewal process.
Leveraging their positions as the country’s leading centers of education, research, and innovation, VNU-Hanoi and VNU-HCMC continue to demonstrate a pioneering, proactive, and creative role in implementing the Party and State’s major directives on the development of higher education, science–technology, and innovation through implementing Resolution No. 45-NQ/TW on promoting the intellectual workforce; Resolution No. 57-NQ/TW on breakthrough development in science, technology, and national digital transformation; and Resolution No. 71-NQ/TW on breakthrough reforms in education and training.
In addition, both National Universities have taken the lead in restructuring their organizations and streamlining their administrative apparatuses in accordance with Resolution 18-NQ/TW. They have also issued programs to attract, retain, and develop a team of outstanding domestic and international scientists, with the aim of becoming elite – innovative – autonomous – globally integrated universities.

A significant milestone in 2025 was the signing of a strategic cooperation agreement between VNU Hanoi, VNU-HCMC, and Hanoi University of Science and Technology on implementing Resolution No. 57-NQ/TW, serving as a pathway to establishing three national centers of excellence in research, training, and innovation in such key areas as artificial intelligence (AI), semiconductors, energy, biotechnology, new materials, quantum technology, cybersecurity, and digital transformation.
Addressing the conference, Standing Deputy Minister of Science and Technology Vu Hai Quan highly appreciated the pioneering role of the two National Universities in consulting and formulating the Party and State’s major policies. He emphasized that the two universities should continue to promote a culture of quality, enhance their positions in global university rankings in association with the effective implementation of the national program for basic research development, and further strengthen fundamental research capacity.
He also recommended that the two universities focus on developing strategic technological products through close collaboration with enterprises and establishing national key laboratories. He affirmed that the two National Universities are to become the country’s leading centers of innovation.

Standing Deputy Minister Vu Hai Quan stressed that, with new opportunities and the special attention of the Party and the State, the two National Universities should foster a deeper, closer, and broader cooperation to maximize their potential and effectively contribute to the nation’s development.
VNU-Hanoi President Hoang Minh Son emphasized that cooperation between the two National Universities is not only an internal necessity but also a national responsibility. He stated that the two universities need to establish concrete mechanisms and policies to promote their collaboration in a more substantive and effective manner, thereby maximizing the potential of each institution. According to VNU-Hanoi President Hoang Minh Son, the stature of the two National Universities is demonstrated through their practical contributions to the country’s development, especially in proactively proposing and advising on strategic policies. He underscored that the two universities must work closely together in researching strategic technologies and addressing major national challenges.
At the conference, leaders of the two National Universities agreed to prioritize renewing their cooperation model, shifting from experience-sharing to co-developing strategic initiatives in order to meet the new demands of higher education development in the era of digital transformation and international integration. VNU-Hanoi President Hoang Minh Son emphasized that the new phase of cooperation requires a truly generative collaborative model that not only connects resources but also forms joint strong research groups, training programs, and common internationalization strategies.
The leaders of both universities reaffirmed their determination to further enhance the role, mission, and responsibility of the two National Universities, particularly in fulfilling the mission entrusted by the Party and the State in the post-conference period.
The two National Universities’ leaders underscored that the partnership between VNU-Hanoi and VNU-HCMC exemplifies the spirit of solidarity, innovation, and national responsibility, contributing to affirming the leadership role of the two universities in elevating the position of Vietnamese higher education on the global knowledge map. With expanded autonomy and institutional standing, the strategic synergy between the two National Universities will create momentum for the VNU system to make breakthroughs in fulfilling the shared goal of becoming elite universities. The two universities are to promote their system-wide strength and continue to accompany each other, upholding their pioneering role and national responsibility in advancing Vietnam’s elite higher education.
